Education

As a product of the Anne Arundel County Public Schools, Mark strongly believes that every student, regardless of their ZIP code, deserves access to a quality, 21st century education. That’s why Mark is such a strong supporter of the historic Blueprint for Maryland’s Future. The investments lifts students in marginalized communities, builds a stronger and more diverse workforce, and ensures greater equity statewide. As Vice Chairman of the House Appropriations Committee, Mark also championed new school construction throughout Anne Arundel County and Maryland.

Reproductive Rights

Mark believes that decisions about a woman’s body should be made by the woman, in consultation with her doctor. In 2023, Mark was a co-sponsor for legislation that ultimately enshrined reproductive freedom in the Maryland constitution. Mark believes abortion bans disproportionately affect lower-income women.

Issues of Race & Social Justice

When Congresswoman Sarah Elfreth served in the Maryland Senate, Mark sponsored legislation with then Senator Elfreth to strengthen our state’s hate crimes laws. Mark is proud to have voted in favor of a package of police reform laws that help ensure all citizens across the state are treated fairly, equitably and humanely — regardless of their race. Heralded as among the strongest legislation in the nation, these laws include an independent review for all police-involved shootings; body cameras for all officers; a higher standard for no-knock warrants; better training, tuition assistance and mental health care access for every officer; and elimination of rules that protected officers who violate the law.

The Environment

Climate change is one of the most pressing issues we face today, as it threatens not just our economy but our very existence. That’s why Mark is so proud to be endorsed by the Maryland League of Conservation Voters. Mark also supports Environmental Human Rights, to ensure every person the right to a healthful and sustainable environment.

Health Care

As the White House is harming Marylanders in accessing affordable healthcare, Mark and his Democratic colleagues continue to take action at the state level to help Marylanders afford health care. Mark voted in favor of a state-funded premium subsidy program for young adults, as well as a new subsidy to help all residents pay their monthly premiums. Mark has also voted to add new protection for those with huge medical debt, and make telehealth a permanent option for patients and doctors.

Voting Rights

While other states are actively trying to limit voting rights, here in Maryland we are expanding them. Mark voted to make ballot drop boxes available across the state from now on; he supported the new law that establishes a permanent mail-in ballot list, so you don’t have to reapply every election; and Mark voted in favor of more early voting centers in our local neighborhoods.

Immigration

As of son of immigrants, Mark is heartbroken by the injustices to our immigrant communities. During the 2026 legislative session, Mark voted for emergency legislation banning 287(g) agreements and prohibiting local law enforcement from partnering with ICE to identify and detain undocumented immigrants in jails. Also, in his strong stance with the immigrant community, Mark voted for the Maryland Community Trust Act that bans correctional facilities from detaining individuals for ICE.

Jobs & The Economy

As a child, Mark watched his father work 16 hour days and still not be able to make ends meet. In high school, Mark worked two jobs so his family could pay the bills. That’s why Mark is so focused on ensuring that families have the resources to put food on the table. With energy prices soaring, Mark voted to put more money back into the pocketbook of families and hold energy companies accountable for the rate increases that are straining families. As a fiscal leader, Mark is proud to have met the needs of businesses, nonprofits and individuals while balancing the budget and producing record surpluses.
